As the Head of Consumer Banking Operational Risk, you will lead
efforts to establish an operational risk management framework for
USAA's bank, including the the deposits, payments, credit card,
consumer lending and mortgage organizations. This framework sets
out the governance program, including policies, procedures,
controls needed to proactively identify, assess, measure, report
on, mitigate and control operational risk exposures across the
organization. This executive's responsibilities include setting
standards and providing support across the enterprise to remain
within the enterprise's risk tolerance and risk appetite
statements. This executive also provides independent oversight to
operational risk management practices across the business. This
role is focused on limiting USAA's exposure to risks such as those
resulting from human errors, process and system breakdowns, and
external events to ensure a stable, reliable, safe, and secure
operating environment.
We offer a flexible work environment that requires an individual to
be in the office 4 days per week. This position can be based in one
of the following locations: San Antonio, TX, Plano, TX, or
Charlotte, NC.The OpportunityWhat you'll do:
- Provides independent oversight of the operational risk
management program and oversee the organization's risk-taking
activities including the assessment of operational risks and issues
independent of front-line units.
- Establishes operational risk policies and associated procedures
and processes; including those needed to monitor and report on
risks and mitigation to key stakeholders.
- Develops, communicates, and reinforces the organization's
operational risk tolerance and operational risk appetite statements
and associated limits.
- Oversees the risk and control self-assessment (RCSA) process to
confirm quality and effectiveness.
- Organizes and participates in business stress testing
activities. -
- Provides counsel to the business on operational risk management
issues through collaboration with functional leaders, business risk
liaisons, and line of business leaders to identify, assess, and
mitigate all relevant risks.
- Leads and advises key stakeholders on operational risk
mitigation strategies by providing risk consultation for major
initiatives and projects (including business planning).
- Interacts, engages, and challenges USAA's line of business
product and channel leaders on complex, multi-product processes and
procedures to ensure risks are managed and mitigated according to
risk tolerances.
- Monitors adherence to operational risk policies and procedures
and engages in ongoing communication with front line units
regarding adherence to operational risk limits.
- Identifies and assesses, on an ongoing basis, the
organization's material aggregates operational risks, escalating
and reporting on significant risk breaches, variation in risk
assessments, and resolutions -- oversees gap monitoring, oversight,
and escalation.
- Acts as liaison with Compliance and Legal on federal and state
legal and regulatory considerations.
- Liaises with CLO to influence sound governance structure for
oversight of risks and business operations.
- Leads a team of employees dedicated to managing operational
risk and overall strategy, and in alignment with strong effective
risk governance and oversight.What you have:
- Bachelor's Degree OR 4 additional years of related experience
beyond the minimum required may be substituted in lieu of a
degree.
- 10 or more years of experience at a large financial institution
developing and implementing an enterprise-wide operational risk
management program that adheres to regulatory requirements and
expectations.
- 6 or more years of people leadership experience in building,
managing and/or developing high-performing teams.
- In-depth knowledge of operational risk frameworks, including
risk governance; risk appetite; process, risk and control analysis;
control effectiveness measurement; risk management coverage plan
(monitoring, assessment, and testing).
- Demonstrated ability to influence at senior levels within an
organization.
- Proven capability to communicate effectively across the 1st and
2nd Lines of Defense and build collaborative relationships.
- Strong written and oral communication skills, including the
ability to communicate complex analyses to a non-technical
audience.
- Strong problem-solving, critical thinking and analytical
skills.
- Knowledge of federal regulation 12 CFR Part 30, including
Appendices A and D and with federal supervisory guidance, to
include:
- OCC Documents: Large Bank Supervision Handbook; OCC Safety and
Soundness Handbooks - Internal Control, Corporate & Risk
Governance, Payment Systems, Credit Card Lending, Deposit-Related
Credit, Installment Lending, Loan Portfolio Management, Mortgage
Banking, Retail Lending and Residential Real Estate Lending; and
key OCC bulletins - Model Risk Governance, Model Risk Management,
New Products and Services Risk Management, Third Party Risk
Management, Technology Risk Management, Stress Testing, Operational
Risk
- Federal Reserve Documents: Consolidated Supervision Framework
for Large Financial Institutions; Federal Reserve Board Bank
Holding Company Supervision Manual
- FFIEC Manuals and Handbooks, to include: Banking; Information

- Basel Committee on Banking Supervision Principles for Sound
Risk Management of Operational Risk and the Role of

- General understanding of federal laws, rules, and regulations,
to include:
- CRA; ECOA; FCRA; MLA; SCRA; Regulation DD; Regulation E;
Regulation Z; BSA/AML; and UDAP/UDAAP

- Basel Committee on Banking Supervision Principles for Effective

- Title V, Section 501 of the Gramm-Leach-Bliley Act*Laws and
Regulations for illustrative purposes. Roles would need an
understanding of all federal and state laws and regulatory guidance
applicable to the organization and responsibilities of the

market data and establishing ranges to ensure we remain
competitive. You are paid within the salary range based on your
experience and market position. The salary range for this position
is: $188,330.00 - $338,990.00.Employees may be eligible for pay
incentives based on overall corporate and individual performance or
at the discretion of the USAA Board of Directors.Long Term
Incentive Plan: Cash payment for Executive level roles only,
representing a cash payment which is both time and performance
